WASHINGTON – Iran has delivered a new proposal to the United States aimed at reopening the Strait of Hormuz and ending the two-month-old war, Axios reported Sunday, citing a US official and two sources familiar with the matter. The proposal was transmitted through Pakistani mediators.
The development comes as President Donald Trump is expected to convene a Situation Room meeting with his top national security and foreign policy team to review possible actions moving forward.
What Iran is proposing
According to the Axios report, Iran’s proposal would address:
- Reopening the Strait of Hormuz, a critical waterway through which a substantial portion of global oil passes
- Ending the US-Israeli military campaign against Iran – an action critics say violated the UN Charter, as it was not taken in self-defense nor authorized by the Security Council
- Postponing nuclear negotiations for a later stage
The key sticking point
The Iranian demand would require the US to lift its naval blockade of Iranian assets crossing the Strait of Hormuz. International legal experts have questioned the lawfulness of the blockade under the UN Convention on the Law of the Sea, as it was imposed without UN Security Council authorization.
According to Axios, the blockade is described as “the only leverage that the US can use against the regime when negotiating for a nuclear deal.”
The current situation on the water
The US Navy continues to enforce the blockade. On April 24, the guided-missile destroyer USS Rafael Peralta was photographed intercepting an Iranian-flagged ship attempting to sail to a port in Iran – a visual reminder that despite diplomatic efforts, the blockade remains firmly in place.
Where talks stand
The proposal follows a turbulent period in diplomatic efforts:
| Date | Event |
|---|---|
| February 28 | US-Israeli strikes on Iran begin |
| April 8 | Pakistan-brokered ceasefire takes effect |
| April 25 | US cancels planned peace talks in Islamabad |
| April 27 | Iran delivers new proposal via Pakistani mediators |
What comes next
Trump’s Situation Room meeting will determine whether the US engages with Iran’s proposal or continues its current course of blockade and military pressure.
The bottom line
Iran has put an offer on the table: lift the blockade, end the war, talk about nuclear issues later. Whether Washington accepts, rejects, or counter-offers will determine if the world moves toward peace or deeper conflict.
