Last month, Turkish Foreign Minister Hakan Fidan held discussions in Baghdad to pave the way for Erdogan's visit, but the talks did not provide encouraging signs for the visit's success. It appears that Turkish officials may feel that more suitable conditions are needed for the visit. The ongoing dispute over oil exports remains a significant issue, and resolving it might be a precondition for Erdogan's visit. Iraq won a case against Turkey in March, which had been a long-standing dispute over oil exports from the Iraqi Kurdistan region. Turkey has demanded that Iraq drop the case and exempt Turkey from paying $2.6 billion in compensation to resume oil exports. Iraq, however, seeks a resolution to this thorny issue and hopes to find common ground with Turkish officials to resume Kurdish oil exports. Erdogan's visit seems closely linked to resolving this matter.
